Rule Book changes from 5 December 2026

New issues of the possession and work-site rules come into force on 5 December 2026: engineering controls, transient work sites and RT3199 Appendix B.

RSSB has issued new issues of the possession and work-site rules. They come into force on 5 December 2026. If you plan, supervise or run possessions, read them now.

Engineering controls

From 5 December, a possession can use engineering controls instead of detonator protection. The rules show where a possession with engineering controls differs from a possession without them (GERT8000-T3 Issue 14).

Transient work sites

Some work can take place outside a work site, but only with the PICOP's permission and only for limited tasks. Examples are patrolling and inspecting that does not disturb the infrastructure, and placing or removing speed restriction boards (HB12 section 3.7, HB11 section 9, HB9 section 4).

RT3199 certificate

From 5 December, the rules for giving up the work site refer to Appendix B of the RT3199 certificate (HB12 section 11).

We are checking every GB Rail Training assessment against the new issues.
